الملخص

تبين هذه الدراسة الموسومة ( الاطار القانوني لعملية الرقابة على السجل الانتخابي في الدول المقارنة والعراق (دراسة مقارنة )) اهمية الرقابة على حق المشاركة في الحياة السياسية والشؤون العامة، إذ تحرص جميع التشريعات الانتخابية في الدول الديمقراطية على نزاهة وسلامة وشرعية الانتخابات ، ومن اهم ضمانات ذلك وجود رقابة فعالة في كل مرحلة من مراحل العملية الانتخابية بما فيها المرحلة التمهيدية و يقصد بالرقابة هي عملية جمع وحصر المعلومات حول العمليات الانتخابية بمراحلها كافة وذلك باتباع الية منظمة في جمع المعلومات عن كل مرحلة والتي تستعمل فيما بعد لاصدار تقييمات موضوعية محايدة عن مدى سلامة ونزاهة وعدالة العملية الانتخابية وسلامة وصحة عملية القيد في السجل الانتخابي .

ولقد حاولنا الاجابة عن التساؤلات والاشكاليات التي اثرناها في مقدمة البحث وذلك من خلال التعرف على كيفية الرقابة على السجل ومن هي الجهات المختصة بالرقابة وما المقصود بالجرائم الانتخابية وبالاخص جرائم السجل الانتخابي واجراءات التظلم والطعن في السجلات ، وقد تناولنا كل ما تقدم في دراسة مقارنة بين مصر والعراق .
